Road Signs, Animals and Helicopters

There is a road sign in Canada that has puzzled me for months, it shows a truck with two down arrows. After looking through several books and web sites I have finally tracked it down. This is the only reference to this sign I can find.

Now all I have to do is work out what the explanation means. Can anybody tell me?

In the East of Canada we encountered several black bears, now we have seen a couple of grizzly (i.e. brown) bears. Brown bears are considered more dangerous than black bears.

This clearly brown bear is actually a black bear.

It is only fair to point out that these bears were in a Wildlife Park (actually it was a Zoo and not a very impressive one) near Kamloops. Between the bears and wolves, with no explanation, was this apparently crashed helicopter with added "blood". I assume it was in some way related to the previously Christian festival of All Hallows' Eve.

Some of the trees are no longer an attractive green colour, this is apparently an annual event, and quite natural.

Having got used to watching out for bears (black and brown) rattle snakes make a nice change.
